In 2012 Tonkin Liu was invited to design a new landmark and observation tower in Dağüstü Park, which overlooks the city of Baku, Azerbaijan. Taking inspiration from both the crescent moon and star on the Azerbaijan flag, a webbed star form was conceived. The three-dimensional form is composed of a tripod structure with extending arms that reach up and out to offer key views in all directions. The legs and arms are joined and strengthened with broad single surface webs that create a structural core.

Like the Shi Ling Bridge, a hybrid Shell Lace Structure of column and beam was developed as a potential solution to the demands of the ambitious structure. The three legs, each with different modes of vertical circulation - escalator, stairs and lift - are large torsion beams. The arms of the star are stiff, cantilevering beams that offer dramatic routes to framed views of the city, sea and sky. This perforation has the practical use of reduced wind-loading. At night, the heavily perforated surfaces appear semi-transparent, glowing from within, and populated withe miniature silhouettes of visitors.
